    Developing Offset Banking Systems in Georgia

    Offset banking involves a public or private entity investing in a project that has the effect of substantially reducing a targeted pollutant(s), such as sediment runoff, phosphorus, heavy metals, etc. This project is referred to as "the bank." The entity creating the bank receives "credits" for the associated reduction in pollutants, which it can then sell to publically-owned treatment works (POTWs) or other point source polluters facing high costs of meeting discharge standards. Trades can be allowed on a 1-to-1 basis: the buyer obtains one credit for each creditequivalent increase in pollution associated with his/her activities; or higher trading ratios can be required, e.g., 3:1, where the buyer must acquire (in this example) three credits for each creditequivalent increase in pollution associated with his/her activities. In this latter case trades result in actual environmental improvements.This paper addresses two major issues. The first refers to the steps required to establish a pilot project for one or more offset banking projects in Georgia. These steps are: identifying entities with incentives to purchase offset credits; identifying one or more entities that might establish a bank, and potential bank sites; establishing trading rules with appropriate local water quality management authorities; and obtaining approval of the proposed trading program from the U.S. EPA.The second major issue addressed in the paper is means by which an offset bank might be created. For this purpose, a brief survey is offered of existing water quality trading projects in the U.S.. Buyers of offset credits are virtually always point-source polluters (POTWs or industries). Point and non-point projects have been used as "banks" -- as a source for offset banking credits. Attention in this paper is focused on non-point sources that might serve as banks for pilot offset banking projects in Georgia. Both low- and high-technology alternatives that might be used for such projects are discussed.Notwithstanding incentive-related limitations on the number of point source polluters that might constitute the "demand" for offset credits discussed in section II, the authors have identified one entity (Fulton County) that may represent significant demand for credits, and they expect to identify others. Moreover, the authors argue that continued growth in Georgia, particularly in the Atlanta and Coastal areas of the State, will give rise to sufficient numbers of point source entities seeking new discharge permits to warrant interest in offset banking as a means of meeting increasingly stringent discharge restrictions at minimum cost. If or when enforcement of TMDLs gains strength in the State, needs for systems like offset banking will increase accordingly. These considerations, and the associated benefits to Georgians that might attend the establishment of offset banking programs in the State, serve as the rationale for the author's continued interest in exploring means by which pilot offset banking projects can be established in Georgia.     Improving Software Citation and Credit

    The past year has seen movement on several fronts for improving software citation, including the Center for Open Science's Transparency and Openness Promotion (TOP) Guidelines, the Software Publishing Special Interest Group that was started at January's AAS meeting in Seattle at the request of that organization's Working Group on Astronomical Software, a Sloan-sponsored meeting at GitHub in San Francisco to begin work on a cohesive research software citation-enabling platform, the work of Force11 to "transform and improve" research communication, and WSSSPE's ongoing efforts that include software publication, citation, credit, and sustainability. Brief reports on these efforts were shared at the BoF, after which participants discussed ideas for improving software citation, generating a list of recommendations to the community of software authors, journal publishers, ADS, and research authors.     Using A One-Class Compound Classifier To Detect In-Vehicle Network Attacks

    The Controller Area Network (CAN) in vehicles provides serial communication between electronic control units that manage en- gine, transmission, steering and braking. Researchers have recently demonstrated the vulnerability of the network to cyber-attacks which can manipulate the operation of the vehicle and compromise its safety. Some proposals for CAN intrusion detection systems, that identify attacks by detecting packet anomalies, have drawn on one-class classi cation, whereby the system builds a decision surface based on a large number of normal instances. The one-class approach is discussed in this paper, together with initial results and observations from implementing a classi er new to this eld. The Compound Classier has been used in image processing and medical analysis, and holds advantages that could be relevant to CAN intrusion detection.<br/

    Prevalence of drug-drug interactions in oncology patients enrolled on National Clinical Trials Network oncology clinical trials

    Abstract Background Drug-drug interactions (DDIs) in subjects enrolling in clinical trials can impact not only safety of the patient but also study drug outcomes and data validity. This makes it critical to adequately screen and manage DDIs. The study objective was to determine the prevalence of DDIs involving study medications in subjects enrolling in National Clinical Trials Network (NCTN) clinical trials at a single institution. DDIs were evaluated based on study protocol recommendations for concomitant medication use (i.e. exclude, avoid or use caution), screening via DDI tool, and pharmacist review. Methods Subjects enrolled in NCTN trials of commercially available agents between January 2013 and August 2017 were included if a complete medication list was available. Complete medication lists were collected from the date of enrollment or the next available date then screened utilizing protocol guidance and the DDI screening tool, Lexicomp® Drug Interactions (Wolters Kluwer, Hudson, OH). Interactions were reviewed for clinical relevance: defined as a DDI that would require a medication change to ensure study agent safety and efficacy at enrollment. Results One hundred and twenty-eight subjects enrolled in 35 clinical trials were included. Protocol guidance detected 15 unique DDI pairs that should be avoided or used with caution in 10.2% (13/128) of subjects. The majority of these subjects did not have a clinically relevant DDI (69.2%, 9/13) based on pharmacist review. Lexicomp® detected moderate to major DDIs in 24.2% (31/128) of subjects, with 9.4% (12/128) having a clinically relevant DDI. Conclusions This study confirms a high prevalence of DDIs present in subjects enrolling in oncology clinical trials.     BSE situation and establishment of Food Safety Commission in Japan

    Eight major policies were implemented by Japanese Government since Oct. 2001, to deal with bovine spongiform encephalopathy (BSE). These are; 1) Surveillance in farm by veterinarian, 2) Prion test at healthy 1.3mi cows/yr, by veterinarian, 3) Elimination of specified risk material (SRM), 4) Ban of MBM for production, sale use, 5) Prion test for fallen stocks, 6) Transparent information and traceability, 7) New Measures such as Food Safety Basic Law, and 8) Establish of Food Safety Commission in the Cabinet Office. At this moment, the extent of SRM risk has only been indicated by several reports employing tests with a limited sensitivity. There is still a possibility that the items in the SRM list will increase in the future, and this indiscriminately applies to Japanese cattle as well. Although current practices of SRM elimination partially guarantee total food safety, additional latent problems and imminent issues remain as potential headaches to be addressed. If the index of SRM elimination cannot guarantee reliable food safety, we have but to resort to total elimination of tissues from high risk-bearing and BSE-infected animals. However, current BSE tests have their limitations and can not yet completely detect high-risk and/or infected animals. Under such circumstances, tissues/wastes and remains of diseased, affected fallen stocks and cohort animals have to be eliminated to prevent BSE invading the human food chain systems. The failure to detect any cohort should never be allowed to occur, and with regular and persistent updating of available stringent records, we are at least adopting the correct and useful approach as a reawakening strategy to securing food safety.     Influence of the initial chemical conditions on the rational design of silica particles

    The influence of the water content in the initial composition on the size of silica particles produced using the Stöber process is well known. We have shown that there are three morphological regimes defined by compositional boundaries. At low water levels (below stoichiometric ratio of water:tetraethoxysilane), very high surface area and aggregated structures are formed; at high water content (>40 wt%) similar structures are also seen. Between these two boundary conditions, discrete particles are formed whose size are dictated by the water content. Within the compositional regime that enables the classical Stöber silica, the structural evolution shows a more rapid attainment of final particle size than the rate of formation of silica supporting the monomer addition hypothesis. The clearer understanding of the role of the initial composition on the output of this synthesis method will be of considerable use for the establishment of reliable reproducible silica production for future industrial adoption

    Isospin purity of <i>T</i>=1 measurements in the <i>A</i>=38 nuclei studied via lifetime measurements in <sup>38</sup>K

    The Doppler Shift Attenuation Method was used to measure lifetimes for levels in 38K at excitation energies of 1698, 2404, 2830, 2996, and 3671 keV, populated using the 40Ca(d, α) 38K reaction at a beam energy of 4.5 MeV. Values of 109(29), 95(22), 457(63), 130(40), and 160(50) fs, respectively, were measured and are compared with previous values obtained using different stopping powers. The matrix element for the transition between the Jπ = 2+ T=1 and 0+ T=1 states in this Tz = 0 nucleus is compared with the analogous transition in the other nuclei in the T = 1 triplet, 38Ca (Tz = −1) and 38Ar (Tz = +1), and with the results of shell-model calculations
